Survey report on voters list and registration (2009) (English)
Since the new voter registration system was introduced in 2003, voter cards were no longer issued. Voter registration and updates are conducted by commune councils and the National Election Committee (NEC) every year. During the national election in 2008, COMFREL found many serious irregularities and problems due to the issuing of the identify Form 1018, leading to the loss of the people's rights to vote and a significant drop in the number of voter turnout in some parts of the country. The survey report aimed to promote voter participation and help safeguard the rights of Cambodians to vote by identifying voters'problems, analyse the issuing of Form 1018 and voter registration, and verify and assess the accuracy of the 2008 voter list.
