The results of an independent audit of the current voter registration list in Cambodia (English)
The report aims to provide independent election observation, verify the accuracy of the 2006 voter list and evaluate the quality of the voter registration process. Jointly conducted by NICFEC and COMFREL, 385 volunteers were deployed in a sample of randomly selected 380 communes and Sangkat in all 24 provinces and capital city, from 10 to 14 August 2007. Out of the total 3,796 respondents to the interviews, the study found that Cambodians at 18 and 19 years old had the highest non-registration rate at 23.4%, especially among eligible male voters in urban areas. In terms of the voters list's accuracy, date of birth and name were identified as the top two major issues followed by address and gender.
