Prepared at the request of the Mekong River Commission, this report evaluates the environmental impact assessment (EIA) for the Upper Mekong River Navigation Channel Improvement, especially the socio-economic aspects. It finds a number of inadequacies in the EIA. The authors argue that both the summary assessment and the social impact assessment are substantively inadequate, in that they omit potential impacts and make claims that are not substantiated.
