A land parcel of 168.80 hectares in Botum Sakor national park, located in Thmar Sar and Chamlang Kou village, Thmar Sar commune, Botum Sakor district, Koh Kong province was established as the Sustainable Use area for granting to Royal Group Co. Ltd . Also, this land parcel was reclassified from state public property to state private property under the condition of leasing out to Royal Group Co. Ltd for a development project of coal power plant with capacity 700 MW which will be further under the procedural management of Ministry of Environment, having the authority to occupy the public entity and with the cooperation with the Ministry of Economic and Finance that have the authority in managing the state public property and relevant ministries including sub-national departments, in compliant with law and policy of the government.
