The strategic plan has set out different operational strategies at varying levels of actors, such as household and community, commune, district, province and national levels. The strategy established three strategic objectives: Strategic objective 1: access to sustainable improved water supply service, Strategic objective 2: access to improved sanitation, and Strategic objective 3: hygiene behavior change.
