The main objective of this Prakas is to establish a clear and effective procedure for resolving collective labor disputes by requiring either party to the dispute to file a complaint with the Department of Labor Disputes or the Provincial/Capital Department of Labor for conciliation first. This conciliation process must be completed within 15 (fifteen) days before the case can be further handled by the Arbitration Council.
