This Law prescribes the management, protection, exploitation and use of water resources, To prevent, combat and overcome the harmful effects caused by water in the territory of the Socialist Republic of Vietnam.

Groundwater and seawater within the exclusive economic zone or continental shelf of the Socialist Republic of Vietnam, mineral water, natural thermal water are Not subject to this Law.
