The report consists of 2 parts: Part 1. Assessment of the implementation of agricultural restructuring: achievements: - Restructuring agriculture towards an international market-oriented competitive agriculture; shifting agricultural production from focusing on quantity to focusing on high-quality and added value, shifting from exploiting natural resources and cheap labor to applying science and technology and advanced management. - Production organizations are renewed with voluntary forms in cooperative production, value chain integration. - Agricultural cooperatives are strengthened and reorganized according to the Law in 2012, step by step doing well as the organization of farmers, being an effective partner with enterprises. - Agricultural production applying advanced science and technology, high technology, organic agriculture creates a breakthrough development in many localities, increasing incomes for businesses and people. Part 2. Agriculture restructuring plan to 2020 Objective: To build a smart agriculture, international integration, adaptation to climate change, increase added value and sustainable development in connection with prosperous and civilized new rural construction; faster improvement of farmers' lives, contributing to poverty reduction, environmental and ecological protection and contributing to ensuring national security
