This Act amends the laws governing the governance and monitoring, improving the authority of officials and setting penalties under the current law to strictly enforce the rules of law according to today’s society. And to ensure the efficient supervision and protection of environmental health, this Act also includes the control of use of fecal matter as fertilizer.
