Circular no. 003 on the obligation to use e-invoicing via Cambodia E-Invoicing System, Phase 1, Step 1

To promote the adoption of e-invoicing, the Ministry of Economy and Finance has issued a circular outlining the mandatory transition to the Cambodia E-Invoicing System. This transition will be implemented in phases, starting with invoicing between companies or suppliers and ministries, institutions, or state agencies.

Phase 1, Step 1 of the circular applies to national budget units within two ministries: (1) the Ministry of Economy and Finance and (2) the Ministry of Environment. It also includes their respective suppliers or companies. This phase will focus on invoicing related to expense requests through procurement, beginning with the 2025 fiscal year.
